What this document is

What an Advanced Circular Manufacturing facility means for residents — what changes at the kerb, what Phoenix receives, the jobs created, and the environmental effect.

Three things this document says
  1. Nothing changes about how residents put their material out; the change is where it goes and what it becomes.
  2. The facility employs local people in manufacturing roles and pays Phoenix for the material it processes, for thirty years.
  3. Material that is manufactured into products is material that is not buried, and the process is designed for near-zero landfill output.

What Changes for You

12 Benefits for Every Phoenix Household

From the moment the factory opens, these changes are designed into how Phoenix handles the materials your household generates.

🗑
One Bin for Everything
Everything your household generates goes into one collection bin — food scraps, packaging, paper, metals, organics, and more. The factory sorts and converts it, not you. You spend 15–30 minutes less per week on material management.
No sorting required
📅
Your Time Back
No more separating recyclables from compost from regular collection. One service, one pickup schedule. Phoenix households are designed to get back 15–30 minutes every week that currently goes into sorting and managing multiple streams.
15–30 min/week returned
💵
Lower Costs Over Time
Starting 13 months after the factory opens, Carbotura pays Phoenix a royalty on everything the factory produces. That revenue goes back into the city’s budget. As it grows each year, it’s designed to reduce the pressure to raise your solid waste Beneficiation Fees.

🏠
Your Neighbourhood’s Value
The factory is fully enclosed — a modern manufacturing facility, not an open industrial site. No visible material piles. No open-air operations. No odour from the facility itself. Enclosed industrial facilities with clean operations have a neutral to positive effect on surrounding property values.
Enclosed & clean by design
🌿
Cleaner Air, No Landfill Odour
Today, materials hauled 30–55 miles to the SR-85 Landfill in Buckeye generate landfill gases and odours throughout their lifetime. When the landfill stops receiving new materials, those odour sources are eliminated. The factory produces near-zero atmospheric discharge — designed to have almost no smell or emissions.

💧
Clean Water Produced
The conversion process is designed to recover more than 87,000 gallons of ultrapure water every day at full Phase Initial scale — enough clean water for roughly 870 Phoenix households daily. At full scale (2,000 TPD), that grows to over 435,000 gallons a day. This water re-enters the local supply system.
87,000+ gallons/day at Phase 1
⚡
Energy the Factory Produces
The factory is designed to generate its own electricity from the conversion process — producing over 857 MWh per day at full Phase Initial scale. At full 2,000 TPD scale, that’s enough electricity for tens of thousands of Phoenix households. The factory doesn’t just process materials; it generates energy from them.
857 MWh/day at Phase 1
🚌
Enclosed Collection Vehicles
Materials are collected in fully enclosed vehicles — no open-top trucks, no loose material on Phoenix roads, no litter scatter. All collection is sealed from pickup to factory gate. This eliminates the road contamination and spillage associated with open-truck collection currently used on some residential routes.
Sealed from door to factory
💼
500 Skilled Manufacturing Jobs
At full scale, the factory is designed to create 500 direct manufacturing jobs in Phoenix — engineers, technicians, operators, logistics specialists, and maintenance professionals. These are permanent positions, not construction roles. An additional 1,500 supply-chain jobs are estimated in the wider Phoenix metro economy.

Nothing Is Wasted
The factory converts ~100% of everything it receives into manufactured products: recovered metals, glass, synthetic graphite, graphene compounds, and net-positive ultrapure water sold to industry. About 90% is sold globally; the rest is hydrogen used internally to power the facility, returning as the ultrapure water that is also sold or donated. Nothing is burned for energy — near-zero residual. What your household generates becomes something useful.
~90% sold globally · 100% converted

Phoenix’s Climate Contribution
The factory is designed to be carbon negative at operating scale. At full 2,000 TPD, it removes the equivalent of more than 600,000 cars from the road every single year — a 3-million-tonne annual CO₂ swing from today’s baseline. Over 30 years, that’s up to 85 million tonnes of CO₂ avoided for the Phoenix region.
Equivalent of 600,000+ cars/yr
🚫
Forever Chemicals Destroyed
PFAS chemicals — known as “forever chemicals” because they don’t break down in nature — accumulate in Phoenix’s water system through biosolids land application. The factory’s process breaks materials apart at temperatures over 1,200°C — permanently destroying PFAS compounds. They don’t go back into the ground or water. They cease to exist.
PFAS permanently eliminated

What This Means for Your Household Bill

Phoenix’s Solid Waste Fund is currently running short by up to $20.8 million this year. Without a structural change, residential Beneficiation Fees are set to increase from July 2026 and continue rising. The factory changes this: starting 13 months after it opens, Carbotura pays Phoenix a royalty that grows every year for 30 years. As that royalty revenue grows, it is designed to reduce the gap between what Phoenix spends and what it collects — which means less pressure to raise what you pay for solid waste collection service over time.

The Money Side

How the Royalty Works

This is not a discount. It is not a rebate. It is a contractual royalty derived from the value of what your materials become. Here’s how it flows:

🗑 Your materials collected by Phoenix
→
🏭 Factory converts them into manufactured products
→
🌎 Products sold to industry globally
→
💵 Royalty paid back to Phoenix

Carbotura pays Phoenix a royalty starting 13 months after the factory opens. The royalty grows every year for 30 years.

For every $1 Phoenix pays in Beneficiation Fees, Carbotura is designed to return more than $1 in Circular Royalty™ payments over the 30-year contract.

The total estimated royalty paid back to Phoenix over 30 years: approximately $874 million. This money goes into Phoenix’s municipal budget — available for services, infrastructure, and residents.

Your Questions

Frequently Asked Questions

Yes. One bin, everything in — food scraps, packaging, paper, cardboard, glass, metals, plastic, garden materials, and more. You do not sort. You do not separate. The factory receives the mixed collection and does the sorting internally, using automated systems. There are no caveats. You put it all in, and the collection service picks it up on the same schedule you have today. Specialist materials like electronics and batteries can also go into the standard collection — no separate drop-off is required.
Your neighbourhood should smell better, not worse. Today, materials are hauled 30–55 miles to the SR-85 Landfill in Buckeye, which generates landfill gases — including methane and odour compounds — throughout its operating life. When the factory processes materials instead, those landfill inputs stop. The factory itself is fully enclosed and airlocked, and is designed to have near-zero atmospheric discharge — meaning almost no smell or emissions leave the building.
Two ways. First, the royalty Carbotura pays back to Phoenix grows every year for 30 years — and is designed to exceed what Phoenix pays in Beneficiation Fees starting from Year 2. As it grows, it reduces the structural pressure to raise what you pay for collection service. Second, eliminating the cost of long-haul trucking to Buckeye — currently costing an estimated $18 per tonne on top of the gate rate — removes a direct cost from Phoenix’s operating budget. Both of these effects take pressure off the rate increases that are otherwise planned from July 2026.
All of them can go into the standard collection bin. The factory is designed to process all material types your household generates — including electronics, batteries, small appliances, and other items that currently require separate handling. You do not need a separate drop-off service. You do not need to hold items for a special collection day. Standard pickup accepts everything. The factory separates and processes each material stream internally, including safely handling battery components and electronic materials through its containment and processing systems.
No — and the difference matters. Incineration burns materials using oxygen and flame. It produces ash, carbon dioxide, and air emissions. The material is destroyed — burned away. Nothing useful is recovered. The factory works completely differently. It uses a microwave-based process in an oxygen-free chamber. There is no flame. There is no burning. Materials are broken apart at the elemental level without combustion — and they reform into manufactured products: synthetic graphite, graphene compounds, recovered minerals, net-positive ultrapure water, and chemical intermediates. (Hydrogen is generated internally to power the facility and returns as that same ultrapure water.) Incineration destroys materials. The factory manufactures from them. PFAS “forever chemicals” are eliminated completely at the processing temperatures involved — something incineration at standard temperatures cannot achieve reliably.

Carbotura builds factories, not waste facilities. That distinction isn’t just language — it determines which permits apply, which investors can participate, and whether the 30-year royalty structure is financially viable. Carbotura is filing a federal petition with the EPA confirming its process is manufacturing, not waste treatment. If a local or state authority were to classify the facility as a waste operation — even informally — Carbotura would not be able to proceed. The investment model requires manufacturing status. This is one reason Carbotura works closely with communities before committing capital: to confirm the regulatory path is clear.
